How can I organize Secret Santa for a large remote team?

How do I actually manage a remote Secret Santa for 150 people across different countries without shipping killing our $25 budget? I've run these for years in-person but the logistics of tracking international tracking numbers for a Dec 20th deadline is stressing me out. Does anyone use a specific app that handles the addresses and reminders automatically?
